Benguet
The highest peak in Luzon and third-highest in the Philippines, famous for its "sea of clouds" above a dwarf-bamboo grassland and mossy pine forest. Protected as Mt. Pulag National Park since 1987; jump-offs at Ambangeg Ranger Station (Bokod) and Barangay Duacan (Kabayan).
Best months: December–early May (dry season, best for sea-of-clouds views); December–February is coldest.
Permits: Mandatory registration and orientation at the PAMO Visitor's Center, plus a medical (fit-to-climb) certificate. Daily cap of ~500 trekkers, 10 per group; book ahead, especially on weekends.
Current closure: Weekend camping at Camp 2 (Fri–Sun) is currently banned, and DENR closed Campsites 1 & 2 in Feb 2025 over trash accumulation — confirm current campsite status before booking.
